Plugin installation logging?

    In trying to correlate how some plugins effect site usage, say with Google Analytics it would be nice for there to be some logging of plugin install/removal dates, perhaps if possible setting changes. Is there any way to do this plugin or otherwise? I imagine with the right development strategy a plugin could be made out of this that is quite sophisticated.
