[Plugin: GTS Translation Plugin] missing payload error

I want to try this plugin out on my localhost development server before attempting to put it on a client site. I am unable to install it, however, due to “missing payload” errors when I try to go to the configuration screen.
Is installation on localhost the problem? If so, how can I test this?
