Plugin groups and override hierarchy

    Plugin groups don’t seem to work the way I expect them to.
    Is this the correct override hierarchy:
    1. Global Plugin
    2. Plugin Filter
    3. Plugin Group

    1 being overriding by 2, being overridden by 3?

    Then, if a plugin is part of 2 plugin groups, with one group OFF and the other group ON, what is the behaviour supposed to be?

    I thought that if I disable all plugins and enable only 1 plugin group, the plugins in this group would be loaded.

    This is not the case: no plugin load at all.

    Is this a bug?
    What is the purpose of grouping plugins if enabling the group does not enable the plugins in the group?
