[Plugin: FoxyShop] Calculating shipping rates

I’ve got a slightly tricky problem with shipping rates. My shop needs to calculate shipping costs based on the following:

￡2.50 for orders less than ￡14.00 (UK mainland)
￡5.95 for orders over ￡14.00 (UK mainland)
￡22.00 for orders to Europe
￡40.00 for orders to other worldwide destinations

Can that be done in either FoxyShop or FoxyCart?
