[Plugin: Export to Text] Not showing up in settings

I installed and activated the plugin but it’s not showing up in Settings.
Tried going directly to wp-admin/admin.php?page=export-to-text but says “You do not have sufficient permissions to access this page.”
What’s going wrong?
