Plugin Errors on IIS based server

I have a couple of issues with the latest plugin update, I have updated this plugin on all of the sites I currently manage and for the most part it has gone without issue, however I have 2 sites that I have had to roll back the plugin version to 3.7.3 in order to get it to work correctly and its a bit strange but the issue was different on both sites even though they both sit on the same server.
Wordpress Version : latest 5.1.1
Server: Windows IIS 7
Issue 1: The original site after update was carried out caused multiple php cgi scripts to spawn which subsequently slowed the site/server down to a very slow crawl, once I figured out the problem and reverted the plugin back the CGI scripts stopped spawning and the server returned to normal, I did try several times updating the plugin again and then reverting and it yielded exactly the same results.Issue 2: on another site which also sites on the same server, the CGI scripts didn’t appear to spawn however after the update the redirects just didn’t work, but after reverting the plugin back they worked fine, the DB update in both cases appears to have gone fine and without issues.
Are you aware of any known issues with Windows/IIS server set ups and the plugin.
