    That’s exactly the problem. It should not appear in the sites’ admin area but only in the network’s admin area.

    No, it should be activated site wide, not network wide, therefore it appears in the Site admin.
    if you go to default blog installation instructions, it says at step number 3:’ Activate the plugin Site Wide through the ‘Plugins’ menu in WordPress’
