[Plugin: Debug Bar] how to enable for only certain users?

I run wordpress multisite where most of the blogs are client blogs.
Is it at all possible to network activate the debug bar plugin but only have it work for specific user ids?
I definitely don’t want the debug bar showing up for regular users, not even the site admins if possible.
