[Plugin: Custom CSS] CSS not being overridden

I have custom CSS on my site https://scrapingthefringe.com. Today I realized that the custom CSS doesn’t show up for somebody who isn’t logged into the blog.

Don’t know how to fix it. I’ve tried a few other plugins like Simple CSS but still doesn’t work. I’ve also turned off other plugins and just activated Custom CSS and still no dice.
