(Plugin CSV IMPORTER) – Excel deletes " " from the file

I use the default sample file that looks like this

“csv_post_title”,”csv_post_post”,”csv_post_type”,”csv_post_excerpt”,”csv_post_categories”,”csv_post_tags”,”csv_post_date”,”custom_field_1″,

but when i save my file as csv comma delimited excel removes ” “

it looks like this

csv_post_title;csv_post_post;csv_post_type;csv_post_excerpt;csv_post_categories;csv_post_tags;csv_post_date;custom_field_1;custom_field_2

Any idea how to force excel 2010 not to delete ” “, I can’t import any data
