Plugin could not be activated because it triggered a fatal error.

I’m getting this error while activating the plugin.
I’m using WordPress version 4.9.8
This is the error:
Fatal error: Cannot redeclare wp_install_maybe_enable_pretty_permalinks() (previously declared in …/wp-admin/includes/upgrade.php:345) in …/wp-admin/includes/upgrade.php on line 406
Any idea what is causing this problem?

Ok, it’s really strange bug.
Another issue with this bug.How we solve it: disable all plugins on website, and than enable CF7 Spreadsheets plugin. Looks strange, but works)
