Plugin Converts ampersand character to ? in Post Title

Greetings!
I’d like to know how to fix the problem with the plugin converting titles that include the ampersand character from changing to “?”.

When it comes to single or double quotes with a Post Title, there isn’t a problem. It only occurs with an ampersand.
