[Plugin: Contact Form 7] Only Admin has right to change

define( ‘WPCF7_ADMIN_READ_CAPABILITY’, ‘manage_options’ );
define( ‘WPCF7_ADMIN_READ_WRITE_CAPABILITY’, ‘manage_options’ );

and without that.

But I saw also that you can as Author only see the shortcode for the Form, that is also ok.

Maybe you have put it into the wrong position.
