    If you open your js console does that show any errors?
    To do this:
    Chrome # Press Command+Option+J (Mac) or Control+Shift+J (Windows, Linux, Chrome OS) to jump straight into the Console panel of Chrome DevTools. Or, navigate to More Tools > Developer Tools from Chrome menu, and click Console tab. The error console will open.

    Are you using jetpack?, if you are can you go to this page and deactivate the Notifications feature:
    https://yoursite.com/wp-admin/admin.php?page=jetpack_modules

    You had the following error message:
    WebSocket connection to ‘wss://public-api.wordpress.com/pinghub/wpcom/me/newest-note-data’ failed: Unexpected response code: 403

    This error message indicates a problem with the notifications feature in Jetpack
