Plugin adds css to wp_footer causing w3c validation error

The plugin is adding output.css to wp_footer rather than wp_head. This causes a HTML validation error when run through a the W3C (https://validator.w3.org/nu/) Error: Element link is missing required attribute property.
It also seems to add 18 different css files to the header and at least 3 js files to the head these are not causing errors but still it seems like something is wrong.
Any Idea how to fix this?
