[Plugin: Add Local Avatar] How to have the plugin display a specific language other than English

Hi – The message is in the Topic title! ?? While I see the .po/.mo files for my locale, the plugin displays its tooltips in English. The theme itself displays in the locale language.
Is there a line of code specific to plugins for them to show in a given locale?
