Plug ins -How to upload file to WordPress

  • I want to install an image map and found one on WordPress.
    I have saved the file onto my laptop
    Below are the instructions to save to my WordPress site.
    I can’t see the page that has Plugins/plugin uploader?
    I tried “appearance” and “tools” and “settings”
    Plugins isn’t listed on the dashboard menu?

    To manually install the plugin, follow these steps:
    1.Download and unzip the plugin, and upload the ‘responsive-image-maps’ folder to your /wp-content/plugins/ directory. Or, download the plugin, and upload the ZIP file using the plugin uploader in the ‘Plugins’ menu in WordPress.
    2.Activate the plugin through the ‘Plugins’ menu in WordPress
    3.There is no third step. Your image maps should now be responsive
