I could not locate a specific plugin for the image crop functionality in the order. However, you can make a solution with this two extension to sell customizable products with variable prices –

The actual solution will require custom development. This is a fairly complex development topic. I’m going to leave it open for a bit to see if anyone is able to chime in to help you out.
