Plug-in for member-only file upload

I am looking for a plug-in that will allow members to create a username and password, and these credentials will take them to a member-specific account page where they can securely upload files and also download files that the site administrator posts. The key is that the files must not be accessible by anyone but the specific user and administrator. I also need email alerts to the admin when a user uploads a file and vice versa. Does anyone happen to know of a plugin that does this?
