Please suggest the proper plugin for my needs

Hello.

I am planning to launch a site similar to these two sites

cdcovers.cc

I would like to know if someone can suggest a plug-in that would allow me to create a site that would basically be storing covers for video games and dvds. Users should be able to upload complete covers and anyone should be able to download.

I would also like a rating system where someone should be able to rate the covers quality.

Any registered user should be able to upload images to the catalog but only select members can approve and post these uploads. The catalog should have specific categories that can easily be created by the uploader. Each category should be able to hold multiple images.

If there is a plug-in that does all or most of what i am looking for i would be very grateful.
