Please help, was working for months, new error A ‘To’ phone number is required

We’ve been using the professional version of your app for maybe a year, but the last couple months can not send the notice we use it for. Usually, everything works great and thank you for the app.
The message is:
SMS was not delivered! results received: [HTTP 400] Unable to create record: A ‘To’ phone number is required.I feel like I’ve tried almost everything. If I cant send it today, That will be the second month of not being able to let people know about an event. We made no changes on our end that I’m aware of. The message isn’t even getting to twilio’s logs.
