Please help me shape this plugin:

I’m going to describe a plugin that I want. Can you tell me if it’s possible, and make suggestions on what to look out for and things I might need to know to make it work? Then I’ll get someone to code it up. I’ll release it for free to the wp community too.Anyways here it is:
I want to be able to have all the posts (in a category of my choosing,) to display links to all the other posts in that category. BUT, each link must be displayable by numerical order instead of by the name of the post. For instance, if a visitor lands on the third post in that category, there’s a space in that post that says something like, “links to all posts in this category: #1 #2 #3 #4 ” so they can easily start at the beginning. (Rather than cycling backwards through the category pages)
The admin page for this plugin is where you’d configure the links’ appearance, choose whether to do numerical or by name, and the location in the post of where the links will go.
On the write post page, there’d be an extra box that says something like, “include links from all posts in this category:” and a drop-down menu to pick a category.
Questions:
Does something similar exist?
Is there a function that lists all the posts in a category? (and their permalinks)
And is all this possible? Any suggestions? thanks
