Please don't create backups directory unless backups are enabled

This is a minor complaint, but I’d prefer that the WP Remote plugin didn’t create a backups folder if the site isn’t using WP Remote’s backup service. It would reduce clutter if this folder wasn’t created unnecessarily.

For reference, the backups folder is named “string-backups” (where string is a site-specific alphanumeric string) and is inside wp-content.
