Bundled language pack should be deleted by plugin author, if its quality is not acceptable.

For WordPress 4.6 and newer, language pack is taken from GlotPress, if it exists (created when translation reaches 90% of plugin strings)

Its a very bad idea. It makes plugin users unhappy with translation and the plugin itself.
You shall import good translations to Glotpress and let them be validated and approved. For everything else – make a call to volunteers (this could be your plugin users!) to translate plugin.
