placing default sentence within comment box

    Q anyone know how to have default wording in a comment box area?

    Have decided to require users to register before able to post and would like to have a polite notice in the comment box (which is visible to users even if not registered or logged in) such as: ”you need to be registered and logged in to successfully post a comment”.

    even better if it appears if not logged in, but doesnt if they are logged in… but not too fussed about this bit.
