placemarks or markers in static image

Hello,

I’m searching for a plugin that allows me to put markers in a image uploaded by me. The idea is to recreate the functionality of the markers, with photo and description when the user hovers the cursor over the marker but in a static image instead of a map.

I found several plugins that let me do it on maps, but I look for one to make the same functionality in an image.
