Place Order not working on all Woo Shops on VPS

My two sites have a same problem. Pressing Place Order button fails to move to the next step in checkout.

The sites:

The order goes through and I see it in my Orders with status “Processing”.
However, the user gets confused because after pressing the button nothing else happends:
– the page does not move further (if using bank transfer or cash)
– the checkout page gets a semi-transparent layer

What i tried to no avail:
– disable all plugins & change to twentyfifteen theme
– rollback woocommerce to version 3.8.1
– create default WooCommerce pages again in woo/status/tools
– use CSS trick to remove jquery overlay:

None of these helped, so I returned to latest version of woo, enabled theme & plugins. I then used a third WP site on my VPS as a testbed for a new woocommerce installation. I created one product with 10 on stock, one payment method (check) and again could not move past “Place order”.
Since the situation is same across all installations I send one report from site rasterdoo.com. What should I try now?
