pingdom report: Leverage browser caching

Good morning all. Novice here. I have just done a pingdom test on my website I have built.
The site is very slow which was the reason for running the test which is here
https://tools.pingdom.com/fpt/#!/DCjKyjkdN/https://disputeresolve.co.ukIt slows 10/100 on Leverage browser caching. The wait time is 8 seconds.
Can I do anything about that or is it a domain problem?
