Pin hover over image (photo)

I have created an image hotspot with a map of our office locations globally. The image that will pop up when hovered over is a photo of the office. There are two issues with it currently.
1. When the photo comes up the position is not adjusted to the center of the map and juts off to the side where you cannot see the whole image. I have resized so it is smaller and adjusted the placement of the image (west, north, etc) but no luck.

2. If there is a pin nearby to another one–when the photo comes up during the hover the pins are show on the photo. I do not see a way for it to go to the back.
