Picture Uploads

I’m looking for a plugin to allow visitors/users to upload pictures to the site. Are there any plugins available? I’ve searched a few times and could not find anything other than backend upload tools. Any recommendations?

We want to allow users to upload reports along with pictures so basically, we are [also] looking for the best front end form plugin to use.
