'Php Out of Memory' – Is W3 Total Cache the cause?

So on my site, thatsyourbestbet.com I continuously receive PHP out of memory errors. Example: ‘Fatal error: Out of memory (allocated 71041024) (tried to allocate 1966080 bytes) in /websites/123reg/LinuxPackage21/th/at/sy/thatsyourbestbet.com/public_html/wp-content/plugins/w3-total-cache/inc/options/general.php on line 777’
I have found out that there are some common ways to resolve this problem including creating a php.ini file, changes within wp-config and speaking to my host. I have spoken to 123reg and have been told that to resolve these problems I will either have to remove w3 total cache or upgrade to a VPS.
The current php memory I have allocated is 64mb. They have pinpointed the root cause of the php out of memory errors to this plugin – of which I don’t want to remove!!
So how would I go about resolving this? I have disabled features on the plugin and haven’t pinpointed the root cause. It is affecting the general speed and reliability of the site. The settings I have set up for the site followed the optimal installation instructions. I will be willing to create a user account for the author of the plugin to diagnose the issue if needs be.
