PHP Fatal Error line 19

  • Im getting a
    Fatal error: Uncaught Error: Call to undefined function plugin_basename() in /home/engine/public_html/wp-content/plugins/contact-form-7/wp-contact-form-7.php:19

    Currently running WP v4.9.9

    I havent been getting this until recently and it is happening infrequently (i cant replicate it in my own browser sessions)

    According to the user there do receive an orange box when it does occur, cleared our cache hoping its something to do with our W3TC plugin. I dont know if the two issues are related, but more info can be helpful.
