PHP error after upgraded 2.3.0

    After we upgraded W3 Total plugin to 2.3.0 and we got error if we go to performance panel or plugin page:

    PHP Warning: Undefined variable $rewrite_rules in C:\inetpub\wwwroot\wpsite\wp-content\plugins\w3-total-cache\BrowserCache_Environment.php on line 97

PHP Warning: foreach() argument must be of type array|object, null given in C:\inetpub\wwwroot\wpsite\wp-content\plugins\w3-total-cache\BrowserCache_Environment.php on line 160

    We’re using PHP 8.1.16, running under IIS server.
