Photon not honoring "Development Mode"

CDN doesn’t honor define( ‘JETPACK_DEV_DEBUG’, true); development mode. We’re using localhost “fake” domain names and Photon is still active using a non-working URL. Please have Photon honor define( ‘JETPACK_DEV_DEBUG’, true);
