Photo / Test Upload Split?

Is there a plugin or other way to accomplish the following?

Users submit photo, their name, and other text via form or upload page.
Photo with name is held as post for admin approval.
Remainder of text is emailed to specified (nonvisible) address.

I’m running wp and bbpress, so a solution for either may work.
