Phones not Recognizing Responsive Design

    The site I’m working on, https://mattschichter.wordpress.com, responds nicely on a desktop. However, when I bring it up on a phone (I’ve tested iPhone and Samsung) or Google’s screen emulation, it does not respond and shows up as a smaller unreadable version of the site. Is there a way to fix this?
