    I am using CookieYes GCM V2 mode for consent (verified setup), but non-personalized does not change to personalized ads after consent.

    In Advanced Ads I have also tried to enable the Privacy section to look for “advertisement:yes” in the ‘cookieyes-consent’ cookie. But this changes nothing either.

    Only way I can get Personalized Ads is by using the GDPR Consent bar from Google Adsense, but their should be no reason to use this too (double consent), since using CookieYes as CMP.

    Any clues?

    Thanks for reaching out.

    While implementing the cookie consent method using the CookieYes plugin and its cookie values “advertisement:yes” in the ‘cookieyes-consent’ cookie, I can confirm that after the consent the AdSense ads are loading without the npa string. As far as I know, this is the only way to test if the ad codes loading are personal or non-personal.

    On my test page I have set up CookieYes with its basic settings and enabled the GCM support. Additionally, I’ve enabled the Advanced Ads privacy setting with the values above and checked the “Show non-personalized AdSense ads until consent is given.” option as well.

    Before the advertisement consent is given and the cookie value matches “advertisement:yes” the AdSense URL looks like this: path: /pagead/ads?npa=1&client=ca-pub- while with the consent, it changes to: path: /pagead/ads?client=ca-pub-. I’ve tested this with Chrome browser in incognito mode.

    Can you please describe your way of testing the non-personalized ads and let me know if you can reproduce my attempt?

    I have done similar testing as you, and also get the same results. The npa string is shown without personalized ads consent, and npa string is removed when consent is given.

    However the exactly same non-personalized ads will be shown despite consent is given or not, so the Personalized ads are not actually not honoured/showing. When checking the info on the actual ads (click the triangle on ads displayed), it will say that “Ads personalization is disabled” even though one have this enabled (and are not blocking ads etc.).

    If enabling the Adsense GDPR bar instead or together with the CookieYes bar, then Personalized ads will indeed work and be displayed right after consent given. The info (triangle) on the displayed ads will then also now say it is based on Personalized ads.

    I noticed when using the Adsense GDPR bar, it does not seem to only rely on the npa string being removed, but will actually change format to “ads?gdpr=1&gdpr_consent” when consent is given.

    So personalized ads are not actually served despite consent given, unless used (together) with the Adsense GDPR bar – which means double consent required for no reason.

    Thanks for the followup.

    If I see this correctly, the difference between the CookieYes and the AdSense GDPR bar is the TCF integration. In Europe it seems that AdSense is only showing non-personalized ads if no TCF compatible consent was given.

    Despite this, it’s also possible to choose your general ad settings while using Google and have personalized ads disabled for your account.

    Hmm, so then there is not much point in asking for consent with CookieYes/other, if it does not enable personalized ads being served by Adsense. It is kind of why you ask for this Marketing consent?!

    If the users already have Personalized ads enabled in their Google Account, and also given the Marketing consent with GCM V2, I don’t understand why the ads should remain non-personalized. Also asking for consent twice using both a GCM V2 cookie-bar and the Adsense GDPR bar is nonsense!

    Any idea to overcome this?
