permissions to access admin panel

When I add a level in paid membership pro, It just can not correctly show the chinese character, so I follow the support forum in the wordpress plugin to change comment out :

// define(‘DB_CHARSET’, ‘utf8mb4’);

// define(‘DB_COLLATE’, ”);

but things go worse, the whole site just turn into messy code， so I redo it(uncomment):

You do not have sufficient permissions to access this page.

Need Help!
