Permissions needed for non-admin

One of the things I want to do is delegate Registration Magic approvals to other users. The problem is that even though I give the new role all the RM role permissions, they still don’t see the menu when they login. I’m not giving them the Administrator role, so what else do they need to see the menu item for Registration Magic in the Dashboard?
