permissions granted, but not allowing use

    Used members role creator to make a role that granted all but changing roles and adding, deleting or modifying users. This should have allowed the user assigned this role the ability to install, delete, and modify plugins, but that was still blocked. This was being used on a wordpress.com business level site. Is there an incompatibility with wordpress.com? Or is this a normal bug?

    I know that wordpress.com has some special restrictions, but please reach out to their support to see if they block managing plugins for custom roles.
