Permanent Links to my post from other blog

I’m sure this is a silly question but I hope someone can help me.

I keep being informed that i have a new comment on my posts and when I check it isn’t actually a comment but rather it is another blog which is creating permenant links to my posts so that when you go on their BLOG they have posts with my content on and they link back to my original post (i.e. my post).

I first wondered if its a good idea to allow people to do this, since they are not writing their own posts but rather using my content, so I felt a little cheated. Then I thought actually it might be a good thing idea since it will bring more traffic to my site. Can anyone give me some advice ?

Second question is …. if this is a good idea could someone tell me how you can easily create links to posts on other blogs in a similar fashion or would you just have to simply copy and paste the text and create a link.
