Permalinks IIS, Windows Server and /index.php

I am trying to get my Permalinks to work correctly. Due to the fact that I must run my WordPress website on a Windows 2003 Server I am having a heck of a time trying to set-up my permalinks.
Here is my issue. I can get my permalinks to display as so: …/ArizonaLiving/index.php/2014/03/18/happy-hours-around-town-north-valley/ (please note this is currently on my internal network and does not yet have a public IP.
I am trying to remove the index.php. I have tried to use Permalinks without mod_rewrite added it into my folder: C:\Inetpub\wwwroot\ArizonaLiving as web.config. That did not solve my issue.
I then tried to create the php.ini file and store it in C:\Inetpub\wwwroot\ArizonaLiving
My last solution was to run mod_rewrite but I am getting an issue on my server: This installation package cannot be installed by the windows installer service. You must install a Windows Services Pack that contains a newer version of the Windows Installer Service. While I wait for my IT department to update the server to see if I can run this, I was wondering if there is something I am missing.
