permalinks ignored in emails?

In bbPress moderation emails I get links like
https://www.marginallyclever.com/?post_type=reply&p=25430
which click to 404. my site uses permalinks and should use the style
https://www.marginallyclever.com/forums/reply/25430
If this is a setting I missed, please point me in the right direction.
