Permalinks and concept/publish

Two questions:
1. Is it possible to create a good permalink with a dynamic title? Now I only get the standard name. Example: “[pb-city] – Restaurant”, Permalink: “restaurant” instead of “newyork-restaurant”..
2. The pages are “concepts”, is it possible to set them as “publish”?
