permalink problem whit utf8 in pages (not in post)

I manage several websites using WP. Sometimes I found usual problems migrating from versions previous to 2.2 and character sets. But I just upgraded a new site started at 2.2 to 2.6.2 (firs try to 2.6.1) and I found a new problem.
Charset was originally at utf8 and it keeps. Everything seems to work fine but this strange case for “pages”.
When you create a page or post using non standar chars in title, there is a suggested permalink conversion depending on the chars itselfs.
If you use common local characters like this in Spanish (á, é, ?,…) there is a conversion to similar more standars (a, e, n). And then a permalink can be like https://mysite.com/pagina-en-espanol instead of https://mysite.com/página-en-espa?ol.
But there is more chars not included in such conversions as o and a. When you use those chars in titles, suggested permalinks are like …/pagina-1%c2%ba-2%c2%aa (for “Página 1o 2a”).
Well, those url’s works fine if you use it to create “entry posts”, but you get a 404 ERROR when used for static “pages”.
Of course, there is a workaround manually editing permalinks when suggested. But the problem is that as it worked before in 2.2, there is a lot of entries already at the blog that now can’t be accesed.
I’ve read a lot accross forum, and search google but did not found solution. It’s a problem in my site? Is there any solution?
I also tested with default theme and also failed.
