Permalink Issue after Upgrade to WP 3.8

Today, I ran two WordPress 3.7+ installations and later upgraded.
While working on one of the sites, I noticed that when I click on “Permalinks” the homepage loads.
So, I checked with the other installation and found the same error.
I’m not using any plugin and also right now it’s the 2013 theme in use.
Any idea what’s wrong?
