When does the 100% CPU kick in? Upon saving the Permalink setting? When the .htaccess file is written after saving? When a link is loaded (a post/page is viewed)?
Also, what is the URL of the site in question?
when i chenge in Permalink setting and click OK ! cpu going to 100%
Wow, that definitely should not happen, ever.
Does the setting ever save with the accompanying .htaccess file saved or edited, or does it just tank the server?
What permalink structure are you saving?
Are you managing your own server, or is it managed by a hosting provider, and if your own server could you please share your web server software and its version (Apache, Nginx, Lighttpd, etc) and your version of PHP?

both of them tested and have problem !you can serche on google => “wordpress Permalink cpu 100%” and you see lots of post like my problem and anyone can not helping yet !!!!!
i think this is becuse of mod_rewrite wordpress problem
i test in 10 hosting !!!! everyone have problem
Don’t say “everyone,” it doesn’t help, because not everyone is affected, or this would be fixed, and I wouldn’t be hearing about it just now, a month after WordPress 3.9.1’s release which has been downloaded 24 million times.
Not to be harsh, but let’s focus more on details and less on “everyone” so we can find a solution to this, because it’s not affecting everyone. ??

I did, I found quite a few these from 6 to 3 years ago, nothing recent, most referencing the IIS web server, others referencing permalink structures which began either with the category or post slug. None match your situation, if what are saying is true that it happens even when you choose the Default structure.
i think this is becuse of mod_rewrite wordpress problem
If what you’re saying is true, and this happens even when you save the Default structure, then it’s not mod_rewrite, because Default doesn’t use mod_rewrite.
Which, of course, brings me back to the last reply, we need details. We can’t even begin to guess at a solution without them. Do you manage your own server? What are the specifications? What is the web server and it’s version, is mod_rewrite installed, what is your PHP version, and have you tried with all plugins temporarily deactivated?

i have this problem in 6 month past ( not just in 3.9.1 version )

i said every one -Default !
in Default cpu = 0.2%Do you manage your own server? What are the specifications? What is the web server and it’s version, is mod_rewrite installed, what is your PHP version, and have you tried with all plugins temporarily deactivated?
one of the professionals manage the server
i7 4770 / 8gig ram / ssd hard
cpanel appache + litespeed
php 5.3.27
yes i deactive all plugin and no chenge to peroblemOk, since your server is professionally managed, I recommend contacting your hosting provider about this.
They will be able to provide more detailed server logs which will say exactly what is causing the spike, then we can use that to propose a fix.
i am hosting provider! and server is mine dedicated !
which log do you want ?
You said “one of the professionals manage the server,” I would ask the person managing the server, or do you mean you are one of the professionals managing the server?
Basically, trigger the CPU spike again by saving your permalinks and take note of the date/time, then have the professional check all available server logs (error log, access log, etc) for anything at that same date/time that would hint to the cause.
sory if my english is not very well !

no i buy the server and give it to perofessional person for config

we do that ( the server manager ) and dont see any thing wrong !
Did you have the professional look? Because there has to be something unique to your configuration causing this.
WordPress powers about 22% of the internet (the entire internet), and I haven’t seen a report like this for 3 years.
It’s either something in your server configuration or your plugins (though you have claimed to have deactivated those).
Was there definitely nothing in the server logs at the time of the CPU spike?
plases say which log file do you want ?

As a volunteer, I don’t have the free time to skim through all of your logs.
If you can’t find anything relevant in your server logs at the time of the CPU spike, I recommend hiring someone who will be able to get to the bottom of this.
Please try one of the following sites:
if you dont have time so why you posting here ?! ??
He said he didn’t have the time to skim through all of your logs.
