permalink characters

Dear Sirs:

All of my permalink titles thus far seem to be ideal with one exception. When using an apostrophe in the title of one of my posts, the apostrophe alone is replaced by the horribly long expression of %e2%80%99 in the title. I am inquiring as to whether there is a reasonable fix for this before contemplating a title change. I tried looking on my own but have not found anything yet. I thank you for your time.
