We’re trying to set WP3 as a blogging platform for our users (ISP), but I’m not sure its possible that the users are able to install new themes and plugins on their sites (without network activation first)?

I’ve been doing some tests but when i create a new blog with a subscriber user for the main weblog, despite of being administrator on the new one, i can’t install plugins or themes from the web interface

  • no, you can’t. Only Super Admin has that privilege. there is only one plugin and theme folder that is shared by all users.

you’re running your own personal version of wordpress.COM, only you are in charge. your users will have a similar experience as they would at wp.com.
