I presume you are talking about Scheduled actions that you can see under WooCommerce ? Status ? Scheduled Actions.
As long as the dates on the Pending Actions are all in the future, they are probably running fine as the relevant date comes up.
If you have Pending Actions in the past, then you will need to look for the reason that they are not running.

Even if you are not using WooCommerce Subscriptions, the process of diagnosis is the same.
As to what they are for, you can usually tell by the title.
They generally all queued to perform future tasks such as update orders, renew subscriptions, perform automated tasks etc.
